ABSTRACT
This research was conducted at the only tobacco export cooperative in Jember Regency, the Tarutama Nusantara Jember Agribusiness Cooperative. The aim was to analyze and describe the implementation of its export tobacco production strategy and strategic decision-making process. The research focused on Make-to-Order (MTO) and Lean-Sustainable production strategies. The research method used was a qualitative approach, with primary data from observations and interviews and secondary data from documentation. Data validity was ensured through triangulation, while analysis was conducted using domain and taxonomy techniques for systematic interpretation. The findings indicate that the cooperative consistently implements a Make-to-Order (MTO) production flow strategy at all stages, from planting planning to product delivery. Production decisions are based on customer orders listed in the Letter of Intent (LOI), which determines scheduling, process management, and production planning. These results confirm that Make-to-Order (MTO) improves efficiency by ensuring product compliance with customer specifications and timely fulfillment of export orders. The cooperative also implements an operational foundation aligned with the principles of the Lean-Sustainable strategy, implemented in daily operational practices, by optimizing resources, reducing waste, and adhering to Sustainable Tobacco Production (STP) standards. The integration of these two strategies enables the cooperative to achieve a balance between timely order fulfillment, operational efficiency, and production sustainability, thus supporting the cooperative's performance in the export market effectively and sustainably.
