ABSTRACT 

The migration crisis is one of the complex issues the United States faces. Under President Joe Biden's administration, this issue has become a central and crucial focus. The surge in illegal crossings and asylum applications throughout 2023-2024 reached a record high. President Joe Biden officially issued Proclamation 10773, an executive order restricting access to asylum for illegal immigrants. This research uses descriptive qualitative methods, utilizing books, journals, and scholarly articles. Decision-making does not occur in isolation but is the result of a complex interaction between domestic and international pressures. Therefore, this study utilizes Decision-Making Theory by Richard C. Snyder to determine the reasons for President Joe Biden's issuance of Proclamation 10773. This study concludes that this decision was formulated through internal and external settings, with the internal setting based on domestic politics conict and external settings include political instability in neighboring countries .
