ABSTRACT 

SWomen in fishing communities play an important role in sustaining household economies, particularly in coastal areas where livelihoods depend on seasonal catches, fish price fluctuations, and access to productive resources. However, women’s contributions are often positioned as informal household support rather than as a strategic component of coastal governance. This study analyzes how the issue of coastal women’s empowerment in Puger, Jember Regency, can enter the local policy agenda through gender-responsive coastal governance. The study employs a qualitative approach with a single-case study design based on secondary data analysis. The documents analyzed purposively include the Village Potential Statistics of Jember Regency, Jember Regency in Figures published by Statistics Indonesia, the Regional Medium-Term Development Plan (RPJMD) of Jember Regency for 2021–2026, the Regional Government Work Plans (RKPD) of Jember Regency, and previous scholarly publications on coastal women in Puger. The analysis uses the Multiple Streams Framework to examine the interaction among the problem stream, policy stream, politics stream, policy entrepreneurs, and policy window, while the Moser Gender Planning Framework is used to identify reproductive, productive, and social-community roles, as well as practical and strategic gender needs. The findings show that the limited empowerment of coastal women in Puger is influenced by the economic vulnerability of fishing households, patriarchal norms, limited access to capital, weak business legality, limited market access, and insufficient institutional recognition. These conditions place the agenda-setting process at the stage of partial coupling, in which the problem and policy streams have begun to converge, but political-institutional support has not yet been fully institutionalized in local planning and budgeting. This article contributes to public administration scholarship by demonstrating that coastal women’s empowerment should be understood as an agenda-setting process that requires linkages among problem recognition, policy alternatives, political support, and the agency of local actors.
