ABSTRACT 

Persons with disabilities are people who experience physical, intellectual, mental, and/or sensory limitations for a long period of time so that they experience obstacles and difficulties in interacting and participating fully and effectively with other citizens in an environment based on equal rights. Currently, the community and persons with disabilities consider public transportation modes to be unfriendly, services do not understand the needs of people with disabilities, and transportation waiting times are uncertain until there is no framework or standard evaluation tool to measure how inclusive public transportation is. East Java so that the research objectives include: (1) to succeed the priority program of Sustainable Development Goals; (2) to realize and strengthen Astacita gender equality, and disability; (3) to identify and analyze aspects of the sustainability of transportation accessibility for people with disabilities; (4) to develop evaluation instruments for assessing and formulating transportation policies; (5) policy recommendations based on field data findings. Mixed Methods Research Design explanatory sequential approach combines: Quantitative Phase: Collection and analysis of numerical data measuring the level of inclusivity, Qualitative Phase: In-depth exploration of the experiences of users of disability groups and Integration Phase: Triangulation of data validation of findings and development of recommendations. The results of this study can provide policy recommendations based on field findings to improve inclusive public transportation services without exception for all levels of society, including users with disabilities.
