ABSTRACT
Digital transformation in the public sector does not solely depend on technological advancement but also on leadership capacity capable of steering organizational change and reshaping bureaucratic culture. This study analyzes the role of leadership in the digital transformation process of the Indonesian bureaucracy, emphasizing global megatrends, organizational digital readiness, and the need to build a comprehensive digital ecosystem. The analysis reveals that the success of digital transformation is determined by three main pillars: leadership with a clear digital vision, the strengthening of a collaborative digital ecosystem, and the enhancement of citizen participation as active citizens. Indonesia’s bureaucratic transformation is currently positioned at the doing digital stage and requires a leap toward being digitalthrough visionary leadership, organizational learning, and a digital culture that embraces innovation.
