ABSTRACT
This study examines public awareness and the Community Satisfaction Index (IKM) regarding the implementation of 23 flagship programs (Program Dedikasi) of the Regent of Kutai Kartanegara in 2025, and identifies improvement priorities using Importance–Performance Analysis (IPA). A quantitative survey was conducted with 401 respondents selected via multistage random sampling across 20 districts. Program awareness was summarized with frequency distributions, while satisfaction was measured on a 1–5 scale and converted to a 20–100 CSI index. Results show that 59.17% of respondents were aware of the programs—an increase of 5.68 points from 2024—with the highest awareness for the Kukar Idaman Scholarship (85.50%), Family Health Care (80.30%), and Public Service Digitalization/DISAPA (78%). The composite CSI reached 77.24 (Category B/“Satisfied”), with six programs rated Category A/“Very Satisfied”: Kukar Idaman Scholarship (83.18), Etam Mengaji Movement (82.88), Terang Kampungku (82.16), Environmentally Friendly Villages (82.03), Village Clean Water (81.61), and K3F (80.56). IPA highlights improvement priorities in ease of access (input), complaint handling and deliberation (process), the quantity of scholarships and business grants (output), and outcome focus on the Small Business Idaman program. On the impact dimension, the largest gap concerns income improvement. These findings underscore the need to strengthen implementation and cross-stakeholder communication strategies to ensure greater responsiveness and impact.
