ABSTRACT 

This research analyzes the effectiveness and efficiency of the SITALAS (Surabaya Child-Friendly City Information System) application as a digital innovation developed by the Surabaya City Government to support the implementation of the Child-Friendly City (KLA) policy. Using a descriptive qualitative approach, data were collected through in-depth interviews, observations, and documentation from the Office of Women’s Empowerment and Child Protection and Population Control and Family Planning (DP3APPKB), the Communication and Information Service, and the Surabaya Children’s Forum. The data were analyzed using the Miles and Huberman model, which includes data reduction, presentation, and conclusion drawing. The findings show that SITALAS effectively accommodates children’s aspirations and ensures transparent follow-up of policies related to child protection and participation. Based on Steers’ (1977) organizational effectiveness theory, SITALAS fulfills four main dimensions:

(1) goal attainment, demonstrated by the provision of an interactive aspiration forum; (2) efficiency, reflected in the time, cost, and energy savings in service delivery; (3) stable internal processes supported by coordination among regional agencies; and (4) environmental adaptation through the involvement of the Children’s Forum in feature development. The application also demonstrates high user satisfaction, as seen from children’s enthusiasm in using and promoting it. Moreover, the integration of good governance principles transparency, accountability, and participation, enhances system performance and strengthens institutional trust. Thus, SITALAS is not only a digital information platform but also a form of bureaucratic reform that promotes collaboration, inclusivity, and participatory governance to realize an equitable child-friendly city.
