ABSTRACT 

The evaluation of community-empowerment-based stunting management policies in Salahutu District, Central Maluku Regency, is crucial for assessing the effectiveness, sustainability, and responsiveness of the programs. This study focuses on four key aspects: bureaucratic structure, resources, communication, and disposition of policy implementers. Data were collected through interviews with village heads, midwives, posyandu cadres, and community members, complemented by program documentation. The evaluation of bureaucratic structures shows clear role distribution, strong cross-sector coordination, the establishment of special stunting management teams, and the use of standard operating procedures (SOPs), which collectively ensure structured and adaptive program implementation. Resource assessment indicates the availability of competent healthcare workers, posyandu cadres, financial support from village funds and health offices, sufficient facilities, educational materials, and up-to-date stunting data, with continuous capacity-building through training. Communication mechanisms are active, participatory, and adaptive, including consultation forums, home visits, village meetings, and digital media, facilitating two-way interaction between stakeholders and the community. The disposition of implementers demonstrates high commitment, consistent program execution, proactive engagement with the community, innovation in program activities, and transparency in fund management. Despite these achievements, some community members still require repeated information and encouragement to participate fully. The findings indicate that the community-empowerment-based stunting management policy in Salahutu District is effectively implemented, participatory, and sustainable, providing a strong foundation for reducing stunting and improving community health.
