ABSTRACT 

This study aims to analyze multi-sector collaboration in community empowerment through Village-Owned Enterprises (BUMDes) at BUMDes Bhinor Energi, Binor Village, Paiton Sub-district, Probolinggo Regency, Indonesia. Employing a qualitative case study approach, data were gathered through in-depth interviews, participatory observation, and documentation. Research informants were purposively selected and comprised the Village Head, the BUMDes Chairman, community groups, and micro, small, and medium enterprises (MSMEs). Data analysis utilized Miles and Huberman’s interactive model. The findings reveal that community empowerment in the development of BUMDes Bhinor Energi was carried out through four principal strategies: (1) collaboration with the village government in providing capital and infrastructure; (2) partnerships with the private sector through Corporate Social Responsibility (CSR) programmes of PT PJB UP Paiton and PT YTL in human resource development and facility construction; (3) involvement of community groups in tourism management and environmental conservation; and (4) cooperation with MSMEs in local product marketing. This integrated community empowerment has successfully increased community income, reduced unemployment, and enhanced Village Original Revenue (PADes). The theoretical implications of this study strengthen the concepts of collaborative governance and community-based tourism in rural economic development.
